Section 6: APPROVED SPORTS - ACTIVITIES AND SPECIFIC RULES

 

ATHLETICS

 
6.1
ATHLETICS
6.1.1 AGE SECTIONS
  (a) The meeting is conducted in the following age sections:
  • 12 Years
  • 13 Years
  • 14 Years
  • 15 Years
  • 16 Years
  • 17 + Years
  •   (b) Athletes must compete in their own age section except:
        (i) Where no event is provided in that age section. In this case competition is at the next available age section. Competitors wishing to use heavier implements should also consult the rule concerning implement weights. For the purpose of this rule the walk, hurdles and 3000/5000 metres are classified as one event.
      (ii) In relays where athletes may compete in one relay event only at their own or older age section.
    6.1.2 EVENTS AND SPECIFICATIONS

      (b)

    Events in Pentathlon shall be as follows:
    Boys: 100m, 1500m, Long Jump, Shot Put and Javelin
    Girls: 200m, 800m, High Jump, Long Jump and Shot Put.

    6.1.3 COMPETITORS NOMINATIONS
      (a) TRACK EVENTS
        (i) Regions may nominate two entries irrespective of times.
        (ii) Up to three entrants may be nominated, providing the qualifying standards are met by all athletes in all track events. Each Region may enter three (3) relay teams providing all 3 teams have bettered the Qualifying Times. (4 X 100M)
      (iii) One 4 x 400 metres Relay team may be nominated.
        (iv) In straight out finals all must qualify at Zone or Region fixtures in the current year. Up to three may be nominated.
        (v) 2 km Steeple. Three competitors maximum per Region.
        (vi) In relay events, schools are permitted to enter up to a maximum of two (2) teams per event provided they have qualified in accordance with the NSWCHSSA rules of entry. In the situation where a school has two (2) teams which qualify for a particular event each team must remain independent of each other without any transfer of personnel for the duration of the meet.
      (b) FIELD EVENTS
        (i) Regions may nominate two entries irrespective of standards.
        (ii) Regions my nominate up to three competitors provided that the qualifying standards published in the January Bulletin are met by all athletes.
      (c) INVITATION EVENTS
        There are no invitation events
      (d) PERFORMANCES
        The performances nominated for qualification must have been achieved at Zone OR Regional titles in the current year.
      (e) NOMINATIONS
        (i) Nominations will only be received on the disc supplied and must include the school, date of birth, and performance for each nominated athlete.
      (f) CLOSING DATE
        (i) The closing date for nominations is as per request of the Convener
        (ii) Nominations should be sent direct to the Athletics Convener, or the Convener's appointed official.
    6.1.4 LIMITATION OF EVENTS
      (a) NUMBER OF EVENTS
        Competitors may enter unlimited events but no events will be delayed for competitors in another event. (IAAF rules will apply)
      (b) DELAYS
        Competitors selecting multiple events may forfeit any round missed in field events unless the Field Referee is satisfied program delays were responsible for any such miss. In the case of high jumps re-entry shall be at the existing bar height. In all cases re-entry is at the discretion of the Field Referee.
    6.1.5 PROGRAM
      (a) RESPONSIBILITY
        The printing of the program, records, etc shall be the responsibility of the Convener. Printing costs and procedures shall be negotiated with the Executive Officer - NSWCHS.
      (b) DRAFT
        A draft program shall be presented to Council no later than the March meeting. The final program shall be adopted at Conveners meeting in May.
      (c) FINAL PROGRAM
        Shall be published in the July Bulletin and the actual carnival program shall be distributed to Regions no later than 14 days prior to the carnival.
    6.1.6 GROUND CONDUCT
      An information sheet concerning pupil movement shall be forwarded to Regional Sports Organisers.
      (a) Pupils shall enter via the prescribed entrance.
      (b) Seating shall be in prescribed areas. Pupils may not leave the arena without express permission of their Team Manager. They should report all movements to their Team Manager.
      (c) Pupils should report to the Call Room on or before the first call. Failure to report to the Call Room shall lead to disqualification. If competing in another event it is the duty of the
    competitor to send a replacement to report.
      (d) Pupils shall leave the arena (competition area) immediately on the completion of their event. Under no circumstances are high jump bags, implements and pits to be used for warm-up, practice throws or any other purpose without the express permission of the Field Referee. Serious breaches of this rule may lead to instant dismissal from the fixtures in all events and where possible a return to school may be ordered.
    6.1.7 LANE DRAW
      For events between 100 metres and 800 metres inclusive lane draws shall be drawn as follows:
      (a) in the first round the lane order shall be drawn by lot
      (b) for the final, competitors shall be ranked in accordance with their positions and times in the previous round. (See IAAF Rule 166.4)
    6.1.8 POINT SCORE
      8 for 1st, 7, 6, 5, 4, 3, 2, 1. Ties shall stand except for 1st place subject to normal count back rules. In relays points are doubled. In the event of a tie in high jump I.A.A.F. Handbook rules shall apply to decide 1st place. (If the time limit for the event has expired the tie will stand).
    6.1.9 HIGH JUMP
      The starting height for each age group shall be 10cm below the qualifying standard set for each years carnival. The first three raises should be 5 cm, followed by 3 cm until the final 2 competitors. These competitors may elect to have the bar raised by 2 cm or greater.
    6.1.10 ATHLETES WITH A DISABILITY
      The following events may be conducted for Athletes With a Disability.
      100m, 200m, 400m, 800m, discus, javelin
      NOTE: Only AWD's attending schools affiliated to CHS through their Region will be eligible to compete.
    6.1.11 SPIKES
      All competitors in hurdles and high jump events will be required to wear spikes if the track is wet. This is for the safety of all athletes. (When worn the maximum length for all track events plus long jump and triple jump is 7mm. For High Jump and Javelin it is 9 mm)
    6.1.12 BLOCKS
      All competitors will be required to use starting blocks for all events up to and including 400 metres. This means all competitors must use a crouch start in these events. Only starting blocks supplied at Sydney Athletic Centre are permitted to be used.
    6.1.13 PROTESTS
      A verbal warning of a protest should be given to the appropriate Referee immediately.
     

    A written protest shall be handed to the Referee within fifteen minutes of the completion of the event concerned. Protests shall only be received from the Team Managers on the appropriate form.
    On points of law the referee shall be sole arbiter. In matters of discipline and carnival conduct the referee's decision can be reviewed by appeal to the Jury of Appeal.
    The Jury of Appeal shall consist of three members as decided by the Competition Director.
    Carnival decisions and awards can be reviewed by the carnival management committee consisting of - the Convener, the Jury of Appeal, the Carnival Manager (track and field) plus other members elected at the May Athletics Conveners meeting. This committee shall be responsible for making relevant recommendations to the Council.
    Once a protest is in the hands of the Chairperson of the Jury of Appeal the Protest must be heard.

    6.1.14 UNIFORMS
      Competitors shall wear the official Region uniform.
      Advertising is expressly forbidden on uniforms whilst in competition.
      Uniforms shall display the Region number clearly, School based Relay team (4 x 100m) athletes are permitted to wear school singlets / colours. Changes to Regional uniforms must be advised before the May Council Meeting.
    6.1.15 TECHNICAL RULES
      Shall be according to the IAAF Handbook or relevant Association Handbook or relevant Association handbooks. A supplement of technical measurement shall be made available in the Bulletins from time to time.
    6.1.16 SELECTORS
      Any Combined High Schools Team shall be selected by a panel of selectors as determined by the Athletics Management Committee.
    6.1.17 COMPETING OUT OF AN AGE BRACKET FOR SELECTION IN THE COMBINED HIGH SCHOOLS TEAM
     

    Is expressly forbidden by Rule 6.1.1 (b).
    However, the Athletics New South Wales rules provide - that athletes may use a heavier implement if they so desire. In these cases athletes shall provide their own implement which will require endorsement of the Technical Manager - one hour before the events programmed time.

    6.1.18 PRIVATE IMPLEMENTS
      May only be used if submitted to the Technical Manager no later than one hour prior to the event's starting time and must be placed in the pool for common use.
    6.1.19 MINIMUM STANDARDS (electronic)
      For which no Record has been recognised by Combined High Schools, a minimum standard shall be determined by the Management Committee and such a standard must at least be equalled before a Record can be considered.
    6.1.20 TROPHIES
      (a) THE QUEEN ELIZABETH TROPHY:
        THE QUEEN ELIZABETH TROPHY (AWD):
        These are awarded annually to the outstanding athlete (boy or girl) of the carnival, one for able bodied, and one for AWD on the following criteria:
      (i) Most records held in the program
      (ii) If equal most wins
      (iii) If equal most places
      (iv) If equal tied
      (b) SEIKO AWARDS
        These are awarded to the girl and boy who the Management Committee consider to have the most outstanding performance or performances of the carnival.
      (c) COLGATE TROPHY:
        Is awarded to the girl and the boy who are considered by the Management Committee to be the most outstanding Athletes.
        COLGATE TROPHY (AWD):
      Is awarded to the girl and the boy athlete with a disability who are considered by the Management Committee to be the most outstanding Disabled Athletes.
      (d) THE WALL TROPHY (BOYS) AND D. SHACKLEY TROPHY (GIRLS):
      These are for field events and shall be awarded on the senior implements only (heaviest weights).
      They are awarded by vote by the Management Committee, to the competitor with the best individual performance. Decathlon tables or other relevant tables may be used as a guide to assessing relative standards.
      (e) TRACK TROPHIES:
        Track Trophies are awarded performance.
        (i) Mumford Trophy - boys 17+ years 100 metres
      (ii) Champion of Champions Cup - fastest girls 100 metres run in finals.
        (iii) Henry Shield - boys 17+ years 1,500 metres winner
      (iv) New South Wales Girls Secondary Schools Sports Association Trophy - girls 17+ years 1,500 metres winner.
      (f) REGIONAL ASSOCIATION TROPHIES:
        All trophies for Areas and schools shall be awarded on the basis of highest aggregate point score.
      (g) THE COLGATE CUP:
        Is awarded to the school gaining highest aggregate points.
      (h) THE KIPPAX CUP:
        Is awarded to the school gaining highest aggregate boys points.
      (i) THE CONVENERS CUP:
        Is awarded to the school gaining highest aggregate girls points.
      (j) SPORTS HIGH SCHOOL TROPHY:
        A separate Sports High School or School of Sporting Excellence Point score will be conducted with the trophy being awarded to the school gaining the highest aggregate points. Schools to be included in this Point score will be Illawarra Sports High, The Hills Sports High, The Hunter Sports High, Narrabeen Sports High, Westfields Sports High and Endeavour Sports High School. These schools shall be ineligible for the award of the Colgate Cup.
      (k) THE LARCOMBE CUP:
        Is awarded to the Region gaining highest aggregate points.
      (l) THE NEW SOUTH WALES SPORTS CUP:
        Is awarded to the Region gaining highest aggregate boys points.
      (m) THE CARO CUP:
        Is awarded to the Region gaining highest aggregate girls points.
    6.1.21 COACHING
      (a) Parents and coaches are expressly forbidden to enter the competition arena. The competition arena is the actual area and marshalling area.
      (b) Once marshalled no coaching shall be permitted. Penalty - Disqualification.
      (c) Encouragement whilst competing should not be of the kind that distracts other athletes.
    6.1.22 FINALISTS
      Rules shall be decided by the committees and included in the program.
