Section 6: APPROVED SPORTS - ACTIVITIES AND SPECIFIC RULES

 

6.13 - NETBALL

 
6.13.1 NETBALL KNOCKOUT COMPETITION
  (a) KNOCKOUT NETBALL RULES
  Refer Knockout Competitions Section 5.2
    (i) All games to be played under "All Australian Netball Association Rules."
    (ii) Each match will consist of four x fifteen minute quarters with three, five, three minute intervals.
    (iii) Where possible, each team should apply a qualified umpire.
    (iv) In the event of a drawn game an extra period of five minutes each way will be played. If the game is still drawn, a toss of a coin for centre pass and selection of ends will be made. First team to be ahead by two goals wins.
    (v) Teams must be in uniform with identification patches.
    (vi) The substitution rule, as in the rules of the All Australian Netball Association, will apply.
  (b) KNOCKOUT FINALS SERIES
    (i) All games to be played under "All Australian Netball Association Rules".
    (ii) Each match will consist of four x fifteen minute quarters with three, five, three minute intervals. There will be central timing.
    (iii) Each team must supply a badged umpire and inform the Combined High Schools Convener of umpire details two weeks prior to the finals.
    (iv) In the event of a drawn game an extra period of five minutes each way will be played. If the game is still drawn, a toss of a coin for centre pass and selection of ends will be made. First team to be ahead by two goals wins.
    (v) Each team is responsible for its own accommodation
    (vi) Teams must be in uniform with identification patches.
    (vii) The substitution rule, as in the rules of the All Australian Netball Association, will apply.
    (viii) No time out will be allowed for injury.
    (ix) The final sixteen will be made up of:
      (a) One team from each Area (10)
      (b) Areas seeded in the top six places from the previous year's State Carnival, may provide a second team, provided each team is not a second team from a school already represented.
      (c) Teams placed one and four (1 and 4) in previous year's knockout, to be included in top half of draw, while two and three (2 and 3) be included in the bottom half of draw.
      (d) Where possible: Areas with two teams will appear in both halves of the draw. Remaining teams will be placed randomly in draw.
    (x) The boys final ten will be made up of one team from each area.
      Teams placed 1 and 4 in the previous years knockout, to be included in top half of draw, while 2 and 3 be included in the bottom half of the draw.
6.13.2 NETBALL STATE CARNIVAL RULES
  Refer 'State Carnivals' - Section 5.3
  (a) The carnival will be conducted annually.
  (b) ENTRIES
    (i)   Each Region may enter ONE team (maximum of twelve players)
(ii)  Players attending the State Carnival must receive an overall playing time of 40% with the only exception to this rule if the player has an injury.
  (c) UNIFORM
    (i) Players must wear Region uniform.
    (ii) Each player must wear a patch showing position identification for all matches.
  (d) EQUIPMENT
    Match balls will be provided by the New South Wales Combined High Schools Sports Association.
  (e) COURT SURFACE
    Sufficient hard courts shall be available for all teams to play at the same time.
  (f) MATCH RULES
    (i) All games to be played under All Australian Netball Association Rules.
    (ii) The carnival will be conducted on a "round robin" basis.
    (iii) The period of play will be 4 quarters of twelve minutes each, with a two minute break at first and third quarters and a three minute break at half time.
    (iv) No injury time will be allowed.
  (g)
(i) Three points will be allocated for a win, two points for a draw and one point for a loss.
    (ii) Where more than one team finishes level on equal points at the conclusion of the carnival joint winners will be declared.
    (iii)

Other than first teams finishing on equal points other places shall be determined  on percentages, ie:

goals scored for ................100
goals scored against..... x .....1 = ................. %

    (iv) Where two or more teams finish level on points for second place, placings will be determined on percentages.
    (v) Where teams, apart from 1st or 2nd place, finish level on points, they shall be given equal placings.
  (h) UMPIRES, SCORERS AND TIMEKEEPERS
    (i) Where possible each Area is responsible for supplying a badged umpire. Combined High Schools Netball will contribute to umpire travel expenses.
    (ii) Managers may be asked to umpire, score or time keep when necessary.
    (iii) The host Area is responsible for providing score sheets and timing equipment.
    (iv) Individual areas are given the option to bring a qualified student umpire, as part of the area team to the State Netball Carnival.
  (i) PROTESTS
    Protests must be lodged, in writing, with the Carnival Manager within 30 minutes of the conclusion of the match and shall be dealt with by the Disputes Committee.
  (j) DURATION
    The duration of the carnival is not to exceed three full playing days.
  (k) REPRESENTATIVE TEAM
    A New South Wales Combined High Schools Open Netball team will be selected at the carnival by a selection panel of three.
  (l) SELECTION PANEL
    (i) This panel will be elected at the pre-carnival meeting. Nominations for these positions as selector to be taken from the floor at the pre-carnival meeting.
    (ii) The coach of the Combined High Schools Open Netball team, if present, is to be a member of the selection panel, ie. One of the panel of three.
  (m) DISPUTES COMMITTEE
    Carnival Manager, Convener plus one other person.
  (n) JUDICIARY COMMITTEE
    In the event of a player being sent off permanently from a game a Judiciary Committee will be convened comprising of:
  • NSWCHSSA Convener
  • Host Area ASO ( or nominated person)
  • Carnival Manager
  • and the team manager of the player concerned
  •     Following a send off, the umpire and both team managers should document the incident immediately after the game.
    6.13.3 UNDER 16 YEARS TRIALS
      (a) ELIGIBILITY OF TRIALLISTS
        All applicants are not to turn 16 years of age during the year of competition.
      (b) DATE OF TRIALS
        The Convener is to set the date of the trials. In the case of the trials being cancelled, due to inclement weather (and where an indoor venue is not available), the Convener will set an alternate date.
      (c) SELECTION PROCEDURE
        A squad will be selected on the day of the trials. The final team of ten players will be announced following the first official training session.
      (d) LATE ENTRIES
        No late entries will be accepted.
      (e) SELECTION PANEL
        Selectors for the Under 16 years team to be a panel of five (5) including the coach.
