Section 6: APPROVED SPORTS - ACTIVITIES AND SPECIFIC RULES

 

6.17 - SAILING

 
 
1. RULES
The regatta will be governed by the current rules as defined in The Racing Rules of Sailing (RRS), the special regulations of the YA), the rules of the class(es) accepted for entry and the Sailboard Racing Rules (Appendix B), (except as any of these are altered by the sailing instructions) and by the sailing instructions.
2. ALTERATION OF CLASS RULES
Any Class Rule that:
  2.1 requires a crew weight restriction or an age restriction;
  2.2 allows 'sail pumping' (sailboards exempt);shall not apply.
3. ALTERATION OF RACE RULES
The racing rules will be modified in accordance with RRS 86 as follows:
  3.1 R1 of Addendum A Part 2, Personal Buoyancy, is amended such that it applies to ALL skippers and crewmembers competing in the event regardless of the class in which they are competing.
4. REGISTRATION AND ENTRY 
  4.1 Competitors shall   complete registration on  Monday 13 April 2009 from 1400 hrs to 1600 hrs or Tuesday 10th April 2009 from 0900hrs to 1200hrs.  Registration will take place in the CHS Race Office at the Belmont 16ft Sailing Club.
  4.2 It is the responsibility of the skipper to provide full details of the class of the boat, including any relevant class classification that may be applicable.
The Sailing Committee accepts no responsibility where the full information is not supplied and protest action is taken.
5. NOTICES TO COMPETITORS
  5.1 Notices to competitors will be posted on the official notice board located outside the CHS Race Office.
  5.2 A Welcome and Information Session will be held at 1045 hours on Tuesday 14th April 2009 outside the CHS Race Office.
  5.3 A pre-race briefing for all competitors will be held each day of racing at 1045 hours from Wednesday 15th April 2009 onwards outside the CHS Race Office.
6. CHANGES TO SAILING INSTRUCTIONS
  6.1 Any change to the sailing instructions will be posted before 1045 hours on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hours on the day before it will take effect.
7. SIGNALS MADE ASHORE
  7.1 Signals made ashore will be displayed on the Official Flag Mast located on the southern end of the club rescue boat shed.
  7.2 When flag AP is displayed ashore, '1 minute' is replaced with "not less that 15 minutes" in race signal AP.
  7.3 When Flag Y is displayed ashore rule 40.1 applies at alltimes while afloat.  This changes the RRS Part 4 preamble.
  7.4 When flag R is displayed ashore, all boats will remainashore and no boats will go afloat.
  7.5 When flag L is displayed ashore it will indicate changes to instructions or other improtant information that has been posted on the notice board.  This shall be done no later that one (1) hour before commencement of racing.
8. SCHEDULE OF RACES
  8.1 Racing is scheduled as follows:

  8.2 On the last day of the regatta no warning signal will be made after 1500 hours.
9. DIVISION FLAGS
  Boats will be divided into five divisions based on class and/or yardstick.  Division flags are as follows:

10. RACING AREA
The racing area will be on the waters of Belmont Bay, Lake Macquarie which is the area southwest of the Belmont 16ft Sailing Club.  The racing area is shown in Appendix A attached.
11. COURSES
  11.1 The diagram in Attachment A show the courses and the order in which the marks are to be passed. 
  11.2 The course to be sailed will be indicated by a Numeral Pennant. The side on which marks are to left will be indicated by a red flag for port and a green flag for starboard.
  11.3 No later than the warning signal for Division III, the race committee signal boat will display the numeral pennant of the course to be sailed.
12. MARKS
  12.1 Marks A, B, C & D will be a buoy with a red & white quartered flag with a black 16.
  12.2 The starting and finishing marks will be buoys with an orange flag.
  12.3 New mark, as provided in instruction 15.1, will be blue inflatable cones.
13. THE START
  13.1 Races will be started as follows:

  13.2 Divisions will start in the order of III, I, IV, II, V. However, should any division have a general recall that division will be relegated to starting last.
  13.3 RRS 30.1, Round the Ends Rule, shall apply to all starts.
  13.4 The starting line will be between a staff displaying an orange flag on the race committee signal boat at the starboard end and the port end starting mark.
  13.5 Boats whose warning signal has not been made shall avoid the starting area.
  13.6 A clearance buoy may be laid at the stern of the race committee signal boat.  Such a buoy shall form part of the boat for the purposes of RRS 31 and boats shall not pass between this mark and the race committee signal boat.
  13.7 Following a General Recall, the Black Flag Rule, RRS 30.3 shall apply.
14. RECALLS
  14.1 General Recalls shall be signalled in accordance with RRS 29.3.  
  14.2 If Divisions I, II, III or IV are recalled they shall be started after Division V.
  14.3 Following a General Recall the raising of a Division Flag shall be considered the 5 minute Preparatory signal for that Division.
15. CHANGE OF POSITION OF THE NEXT MARK
  15.1 To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable.  The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position.  Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration.  When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
16. THE FINISH
  16.1 The finishing line will be between a staff displaying a blue flag on the finishing boat at the starboard end and the port end finishing mark.
  16.2 A boat shall cross the finishing line completely.  This changes RRS 28.1
  16.3 A boat which has finished shall not re-cross the finishing line, while the finishing line is in place.  The penalty for such an action shall be the addition of two minutes to the boats elapsed time for that race.
17. TIME LIMIT
  17.1 The absolute time limit shall be at:

  17.2 Boats failing to finish before the time limit will be scored Did Not Finish (DNF).  This changes RRS 35 and A4.1.
18. PROTESTS AND REQUESTS FOR REDRESS
  18.1 A boat intending to protest shall notify the race committee finishing boat as soon as practicable after finishing.
  18.2 Protest forms are available from the CHS Race Office.  Protests shall be delivered there within the protest time limit.
  18.3 The protest time limit is 1 hour after the finishing time of the last boat to finish.
  18.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.
  18.5 Notices of protests by the Race Committee will be posted to inform boats under RRS61.1(b
  18.6 Decisions of the Sailing Committee.  For the purposes of this regatta any decision of the Sailing Committee is final and no appeal to their decisions will be considered by the New South Wales Combined High Schools Sports Association
19. SCORING
  19.1 The Low Point scoring system of Appendix A will apply. 
  19.2 The race score of a boat shall be determined by its Corrected Time.
  19.3 An arbitrary Time Correction Factor (TCF) shall be given to each class competing.  Corrected Time = Elapsed Time x TCF.  The Handicap Committee may alter class TCF's during the regatta at their discretion.
  19.4 Two races are required to be completed to constitute a series.
  19.5 (i) When three or fewer races have been completed, a boat's series score will be the total of her race scores.
    (ii) When four races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
20. SAFETY REGULATIONS and RETIREMENT DECLARATION
  20.1 All skippers must 'Sign On' for each race at the CHS Race Office prior to going afloat for the days racing.
  20.2 All skippers must 'Sign Off' after each race within 1 hour of the finishing time of the last boat to finish.
  20.3 Boats who's skipper did not 'Sign On' shall be scored "Did Not Compete" (DNC).  Boats who's skipper did not 'Sign Off' shall be scored "Disqualified" (DSQ) without a hearing.
  20.4 A boat that retires from a race must notify the race committee by signing a Retirement Declaration at the CHS Race Office within 1 hour of the finishing time of the last boat to finish.
21. PRIZES
Prizes will be awarded as follows:
  21.1 Champion School - awarded by the Belmont 16ft Sailing Club to a nominated school team with then lowest aggregate points scored in the championship.
  21.2 Australian Secondary School Sailing Champion - awarded by Coca Cola to the boat with the lowest points scored overall in each Division.
  21.3 NSW Secondary School Sailing Champion - The Shell Bowl - awarded by the Shell Company of Australia to the NSW boat with the lowest points scored overall.
  21.4 CHS Champions - awarded to the NSW state school boat with the lowest points scored in each division.

22. INSURANCE
  22.1 Each participating skipper shall be insured with valid third party liability insurance with a minimum cover of 10 million per event or the equivalent.
23. LIABILITY
  23.1 Attention is drawn to RRS 4 'Decision to Race' which states 'The responsibility for a boat's decision to participate in a race or to continue racing is hers alone.'
  23.2 All those taking part in this regatta are responsible for the seaworthiness of a boat whose entry is accepted and for the sufficiency and adequacy of its equipment.
24. BOATS RACING
  24.1 All boats in all divisions will be deemed to be racing  for the purposes of outside assistance when the preparatory signal or Div 111 is made and sounded. This is because all boats are competing against each other and against boats in other divisions for the Australian Champion and NSW Champion trophies.
25. SUPPORT BOATS
After the preparatory signal has sounded no support boat, unless directed by the Race Committee, or to render immediate assistance in the interests of safety, (teachers, coaches or other support personnel) shall enter the Racing Area or go within 100 metres of any boat that is racing. The penalty for failing to comply with this requirement may be disqualification of all boats associated with the infringing support personnel.
26. GENERAL RULES
  26.1 Behaviour
    Competitors are reminded that strict supervision will be maintained and that any pupil who fails to meet the required standards of behaviour will be disqualified and reported to his/her school Principal. Please assist with co-operation in this respect and maintain the excellent level of behaviour established by competitors in the previous Championships. 
    (i) Competitors misbehaving whilst on Belmont 16ft. Sailing Club property will face disciplinary action from the Organising Committee of the Aust. Secondary Schools Sailing Championship, which could result in expulsion from the Championship and/or disciplinary action from their school.
    (ii) Competitors suspected of consuming alcohol or having alcohol in their possession could face Police action.
  26.2 Accommodation
It is the responsibility of parents to arrange accommodation for their sons or daughters who are competing. The organisers accept no responsibility in this regard. Camping is prohibited on Club Premises.
  26.3 Club Facilities
The Belmont 16ft Sailing club is a licenced club and as such all visitors are required to sign in. This may be done in the main foyer or at the Eastern promenade entrance (only on scheduled race days).
At all times a minor (person under 18 years of age must be accompanied by a parent or responsible adult or guardian. Minors are permitted in the following areas of the club until 10.00 pm: Cafe 16s, Sails Eatery, and all upstairs privte function venues. The 10.00 pm time restriction does not apply to private functions.

ALL BOAT TRAILERS when not in use are to be removed from the club car park.

All craft must empty salt water on the ramp of the I6ft. Sailing Club's rigging area, NOT on the grass .
