Notices of Motion are to be sent to councillors, Life Members, Executive and Conveners at least ten (10) days prior to the relevant Council meeting. |

ALLOCATION OF STATE CARNIVALS
All State Carnivals should be allocated on a rotational basis between the Region and invited Associations. |

REGION / ASSOCIATION UNIFORMS
The design and colour of Region / invited Association uniforms shall be registered with the State Association. Any proposed changes in region uniforms are to be notified to the State Association which shall then decide as to whether the changed uniform may be worn at New South Wales Primary Schools Sports Association State Carnivals. |

NOTIFICATION OF ASSOCIATION APPOINTMENTS
Upon the appointment of a member of the Council to a position within the Association the New South Wales Primary Schools Sports Association advises the appointee's Assistant Director-General, the appropriate Regional Sports Officer and the appointee's School Principal of the appointment. In the letter of notification should be stated the conditions in relation to such matters as relief, use of telephone and duties pertaining to the particular appointment. |

INVITATIONS
Invitations to all State Carnivals and Interstate Exchanges conducted by the New South Wales Primary Schools Sports Association are to be sent to:
Minister for Education and Youth Affairs;
Director-General of Education & Training;
Deputy Directors-General of Education & Training;
Assistant Directors-General of Education & Training;
Manager, School Sport Unit;
Members of the Executive; and
Life Members.

VARIATIONS TO EXCHANGES
The introduction of any new exchanges comes only as a result of agreement between the Directors-General of Education concerned. When New South Wales desires to commence a new exchange it is necessary to prepare a draft letter to the New South Wales School Sport Unit for Director-General's signature, together with a submission giving reasons for the exchange and the request for approval. |

ANNUAL REPORT
The adopted Annual Report (President's Report and Financial Statement) of the Association shall be printed and circulated to the Executive, Councillors, Life Members, State Coaches and Managers of the New South Wales Sports Unit. The Executive shall be authorised to send copies (or part thereof) of the Annual Report to areas of advantage to the State body. |

(a) |
The Executive will notify Council of late and unsatisfactory work submitted by Conveners, Carnival Managers, Regional Sports Officers, Team Managers. |

Work which arrives after the specified date will not be published in the Journal. |

(c) |
The SEO will only write correspondence on behalf of the Association, where a draft is submitted. |

FINANCE

| 3.2.1 |
The New South Wales Primary Schools Sports Association will pay an amount, to be determined at a meeting of the Council, to the host Region / Association towards the running costs of each State Carnival except Swimming, Athletics and Cross Country |
| 3.2.2 |
All Regionss and invited Associations wishing to affiliate with the New South Wales Primary Schools Sports Association will pay, by 31st March, an annual affiliation fee which shall be determined at the Annual General Meeting. |
| 3.2.3 |
The amount of expenses paid to Managers and Coaches of State teams will be determined at a meeting of Council each year. |
| 3.2.4 |
Where an elected State Coach, or Convener if approved by the Executive, attends a State Carnival from which a State team is selected, the New South Wales Primary Schools Sports Association will pay accommodation as organised by the host Region / Association, travel and the daily expenses rate as determined at a meeting of the Council. |
| 3.2.5 |
The Executive expenses for accommodation, travel and the daily allowance will be the same as determined at a meeting of Council, for Managers and Coaches of State teams. |
| 3.2.6 |
The price of carnival and exchange programs is to be determined by the appropriate committee and income from such programs should more than cover the costs of production. |

(a) |
A detailed budget should be prepared in respect of all proposed Interstate Exchanges and tours. A levy should be imposed on all team members who take part in Exchanges and tours. The budget, including details of the proposed levy should be fully documented and submitted to the Manager, School Sports Unit, for approval. The levy should cover the cost of travel, apparel, accommodation and any other expenses which can reasonably be expected to be met by the team members. The levy on individual team members can be reduced to the extent of the funds raised by them. |

(b) |
Levies and other funds collected by way of fund raising activities should be remitted, in full, to the Administrative Assistant with the names of the participating students. An officer of the Association should be designated as responsible for ensuring that monies covering the levy set have been received prior to departure |

NOTE: Cases of genuine hardship should be the subject of special consideration. In such cases, costs should be met from Association funds, sponsorship etc. |
| 3.2.8 |
The State Association will not be responsible for the costs of transportation of children involved in final selection trials for any sport nor for any costs involved in assembling State teams in Sydney or designated centres |
| 3.2.9 |
The Treasurer shall regularly meet with the Administrative Assistant to ensure that the financial records are in order and that accounts have been sent for all outstanding debts. |
| 3.2.10 |
All requests for assistance from sporting bodies and sponsors must be sent through the SEO of the New South Wales Primary Schools Sports Association and all grants should be received through this Association. |
