- Billeting
is an integral component of any State/Inter-Regional carnivals or championships.
- Billeting
is strongly encouraged for all State/Inter-Regional carnivals or championships.
- Billeting
should be an enjoyable experience for both the representative and the
host family.

(a) |
(i) |
Region
/ invited Associations are to advise preliminary billeting requirements
through the respective Team Advice Sheet distributed by the host Region
/ Association by the due date. |
| |
(ii) |
Any
child for who has requested a billet or failed to notify his/her Association
that a billet was not required, must accept a billet. |
| |
(iii) |
Any
alteration to billeting requirements prior to a carnival/championship must
be requested through the representative's Region / Association. |
| |
(iv) |
Final
billeting requirements are to be submitted to the host region / association
ten (10) days prior to the commencement of the carnival/championship. No
alterations to billeting will be negotiated after 12.00(noon) of the Friday
preceding the commencement of the carnival. |

(v) |
No
team member may withdraw from his/her billet at any time throughout the
carnival/championship without the knowledge and approval of their team manager
and the host Region / Association. |
| |
(vi) |
The
penalty for failing to abide by the above rules may include disqualification
of the offending representative from the carnival/championship. |
| |
(viii) |
Team
members being billeted and the Region / Association Team Manager must arrive
together at the billeting point at the time and place agreed by the host
and competing Region / Association. |

(b) |
OBLIGATIONS
OF REGIONS / ASSOCIATIONS |
| |
(i) |
Area
/ invited Associations are to advise preliminary billeting requirements
through the respective Team Advice Sheet distributed by the host Area /
Association by the due date. |

Inform
mangers and representatives of all aspects of this billeting policy. In
particular, the procedure for requesting billets and the penalty to representatives
for not adhering to the policy. |

(iii) |
Final
billeting requirements are to be submitted to the host Area / Association
ten (10) days prior to the commencement of the carnival/championship. No
alterations to billeting will be negotiated after 12.00(noon) of the Friday
preceding the commencement of the carnival. |

(iv) |
Disseminate
billeting information received from the host Area / Association to the manager
and representatives prior to team departure. |
| |

(c) |
OBLIGATIONS
OF MANAGERS |
| |
(i) |
Be
aware of all aspects of this billeting policy. |
| |
(ii) |
Ensure
both team representatives and their parents are aware of, and understand
all aspects of the billeting policy. |
| |
(iii) |
Assist
your Region / Association in the compilation of preliminary and final billeting
requirements through consultation with your team. |
| |
(iv) |
Ensure
billeting information has been received from the host Region / Association
and disseminated to parents prior to your team's departure. |
| |
(v) |
Liaise
regularly with your team members during the carnival/championship. |
| |
(vi)
|
Direct
any problems or concerns on billeting immediately to the host Region / Association
Sports Officer or the Carnival Manager. Do not make any commitment without
consulting the host Area's personnel. |

|
(d) |
OBLIGATIONS
OF REPRESENTATIVES |
| |
(i) |
Notify
your Region / Association of your billeting requirements by the due date
indicated in your information. This includes special requests (e.g.) dietary
requirements, medical problems). |
| |
(ii) |
Abide
by the Codes of Conduct for billets and for representatives as attached.

| |
(iii) |
Direct
any problems or concern relating to billeting to your team manager. Never
take any action without the knowledge and approval of your team manager.
|
| |
(iv) |
Understand
that the penalties imposed for not adhering to the Billeting Policy or breaching
the Codes of Conduct may include exclusion from the carnival. |
| |

(e) |
BILLETS
CODES OF CONDUCT
- Observe
common courtesies ( "please", "thank you", "may",
"I")
- Assist
with household routine (e.g. offer to wash/dry dishes)
- Keep your
room tidy. Make your bed daily
- Advise
your host family of your commitment and movements
- Do
not borrow from nor lend money to your billet.
- Pay for
phone calls
- Take a
small gift as a gesture of thanks for your host.
- Do not
consume alcohol, smoke cigarettes or consume any prohibited substance.
- Do not
drive motor vehicles
