SECTION 5.10 - RUGBY LEAGUE STATE CARNIVAL RULES - Boys

 
(Amended January 2007)
5.10 DIVISIONS: OPEN and 11 YEARS
 

5.10.1 

(a)   Refer to General State Carnival Rules
  (b) CONDUCT OF COMPETITION
    A - Full Round Robin
    (i) Where there are seven (7) teams or less a full round robin will be played.
    (ii) Each team shall play each other at least once.
    (iii)   The team scoring the highest number of competition points shall be the winner.
    (iv) Where a complete round robin is played and two (2) teams or more finish on equal first place they will be declared joint premiers.
    (v) Where two teams or more finish level on points for second or lower places, places shall be determined on percentages. i.e.

  OR B - In Pools
    (i) Where there are more than seven (7) teams a two pool competition will be played.
    (ii)

The competing teams shall be drawn equally into two (2) pools. Placings to be decided on the previous year’s results at that age level.

In the case of a drawn final, seeding for the following year will be determined by:

1) Highest positioned teamafter completion of pool games and final.
If this is equal
2) Team with better points for and against percentage in all games will be seeded number one. If this is still equal
3) A toss of the coin will be used.  The competing teams shall be drawn equally into two (2) pools.  Placings to be decided on the pevious year's results at that age level.


For example:
Pool A - 1, 4, 5, 8, 9, 12
Pool B - 2, 3, 6, 7, 10, 11

    (iii) In each pool each team shall play each other at least once.
    (iv) In the event of teams finishing level on points in a pool, the placings shall be determined on percentages.

    (v) Once the placings have been decided in the two (2) pools, two (2) semi finals will be played:
Winner Pool A
Winner Pool B

Runner Up Pool B
Runner Up Pool A

The winning teams of each semi final will meet in the final. In the event of a drawn final, joint premiers will be declared.

    (vi) The losers of the semi final shall meet to decide 3rd and 4th place in the carnival and the other teams shall play as follows to decide the remaining places:

3rd in each pool will meet to decide 5th and 6th places;
4th in each pool will meet to decide 7th and 8th places;
5th in each pool will meet to decide 9th and 10th places;

 

5.10.2

The competition is to be run under the Australian Rugby League's laws for Mod League for twelve (12) years and eleven (11) years respectively.
  5.10.3 UNIFORMS
Players shall wear the Region / Association Uniform. Jumpers shall be numbered individually and these jumpers are not to be interchangeable.
  5.10.4 FOOTWEAR
All Players must wear football boots in condition which the carnival referee find satisfactory.
  5.10.5 FOOTBALLS
Footballs shall be the Mod League ball as approved by the Australian Rugby League.
 

5.10.6

(a) Matches will be fifteen (15) minutes each way with a five (5) minute break.
    (b) Semi-Finals and Finals will be twenty (20) minutes each way with a five (5) minute break.
    (c) In Semi Finals and Finals only, there will be time off for injuries.
 

5.10.7

Replacements will be unlimited interchange.
 

5.10.8

An official timekeeper independent of the referee shall be appointed for each game and no time off shall be allowed for injuries.
  5.10.9 DRAWN SEMI-FINAL
In the event of a semi-final being drawn, the following procedure will apply:
    (a) Five (5) minutes each way extra time.
    (b) If points are still equal, the team scoring the most tries be declared the winner.
    (c) If the tries are equal, the team scoring the first try be declared the winner.
    (d) If NO POINTS were scored, the team with the higher pool placing be declared the winner.
  5.10.10 DRAWN FINALS
In the event of a drawn final no extra time will be played and both teams will be declared joint winners.
  5.10.11 PROTESTS
Must be lodged, in writing, by the Team Manager (who must be a teacher), to the Carnival Manager within fifteen (15) minutes of the conclusion of the match.
  5.10.12 PROTEST COMMITTEE
A Protest Committee of three (3) shall be formed at the Manager's pre-carnival meeting to deal with any protests.
